Our Split Pannier Over skirt is a very simple Victorian Era over skirt. There is a Hook and eye closer in the front at the waist. The front panels fall away to reveal a skirt of your choice, while the back is held in place with drawstrings to give a Bustle effect. This design can be worn over our Frontier Classics Cotton Skirts.

An extra set of Hook and Eyes are on the waistband to make it somewhat adjustable.
