Bar Tenders are like the captain of a ship he has the power set the rules of the saloon and the responsibility to enforces them.  Old bar dogs liked, these cut down shotguns for thier quick action in tight quarters. Yes it is legal to own. If the barrel measures 18 inches and it is more than 26 inches in over all length. Perfect for a reenactor, for blanks only. I would not fire modern loads in it. OR you could hang it in your bar or old time saloon. Looks like the one under the Faro table in the movie Tombstone. The action lock up is a little loose, but the locks both work fine.
